Dust devils cannot form if the skies are cloudy because the surface needs to absorb enough solar energy to form a dust devil. Therefore, this is probably not one.

It's a tornado (maybe a non-supercellular tornado called landspout). It's quite common for landspouts to have narrow and short condensation funnel, which doesn't reach the ground. But the rotation in the air does. In many landspout cases their first visible clue is rotating cloud of dust and derbis near the ground with funnel cloud not reaching the earth surface.

wow for all u idiots who say thats a dust devil.u guys need to learn some common sense.ok tornadoes start from the sky which this one did..hence the elephant trunk style funnel coming from the clouds above which the tornado started..then it touched down on the ground but didnt have enough moisture in its base to become visible so it picked up dust which made the illusion that it was coming from the ground up...JESUS CHRIST PEOPLE WATCH STORM CHASERS ON DISCOVERY CHANNEL?!!
