Flaps slow you down when they increase lift, when taking off you want as much speed as possible. You'd only use partial flaps for a short take off when you needed to be in the air quickly.

you probably got an answer a while ago to this question about costs, but just in case you didn't... you can get private lessons at a small airstrip near me for about 5 grand, or just throwing this out there, if you are a member of the Civil Air Patrol and you meet qualifications, you can go to a 1 week camp and learn to fly for $1,000 which isn't bad but meeting rank qualifications... isn't the most exciting thing in the world to do, but it is an option.
