You're wrong. Right after Ben asks the people if they want to play they stop rolling and fill out forms. You can tell this by people's coats being off or other clothing changes (in certain shows) after that point in the show. After that they actually start the game. The money he gives them at the end of the show is fake, they get sent a check in the mail with the correct taxes taken off. Go to the wikipedia page on cash cab to read all this.
