this was a few years ago, and say what you will about him, but the lady is off-base with her assumption... santorum owned a property in penn hills, then purchased a home in virginia as do most United States Senator's... He paid, PA State, and local taxes, federal is irrelevant as it is universal, and he payed property taxes to both Penn Hills, and Virginia's, so she is assuming that the taxes he paid in PA, went to Virginia which is wrong... his prop taxes in virginia paid for their education
