Kind of... He never considered it complete, regardless of it being played, and I take the composer's opinion over the publics. This was one of the rivisions, he originally had a smaller children's choir, and one of his final revisions was to increase the size in proportion to the adult's choir. It's no longer played any other way.

"It's traditionally been played that way since it was written, or I should say almost written, as Beethoven never finished it. It was found in his notes just what arrangement he wanted for everything as far as he had written it"If you are saying that Beethoven never finished writing The Ninth, you are mistaken. It was premiered in 1824. He continued to revise it after its premiere, though, if that's what you meant.
