It has twin rotors because it costs less and is easier for a beginner to fly with them, the tail is there to make it look like a real commanche .

The tail blade does nothing. I have one of these helis, and they've just been blowing the blade so it spins. It's just a clip-on piece of plastic, anyway the heli doesn't need a tail blade hence the two rotors.

To answer all your questions: No, the tail blade is not functional. It's just another piece of plastic clipped to the end of the heli. That's why the heli has two rotors.

nope, it is just for looks on this one, its a counter rotating helikopter. thats why it has 2 main rotors.
